Anything about his life before ten years ago is unknown, with the exception of the fact that he is British. What is known is that ten years ago when the Gates appeared, he became a Contractor, with the ability to freeze any liquid he comes in contact with. He was either already working for or was subsequently recruited by the Secret Intelligence Service (MI6), and given the code name November 11. He has certainly been working for MI6 for over five years, as he was in the Service before the Heaven's Gate incident, during the time that the woman codenamed February was working with them.
He has worked with fellow Contractor April, who can create rain, and the Doll July for a long enough time that they have become a fairly close team. He travels frequently on missions and assumes many covers, sometimes as a private citizen, sometimes under diplomatic cover. He is known as MI6's top agent.
It's likely that he's always hated smoking. Which makes the fact that he has to smoke as payment for using his powers all the more annoying.
