The blond-haired, grey-eyed Draco Malfoy was born to parents - Lucius and Narcissa (of the Black family) - of similar fair appearance on June 5th 1980. His family are what is called in the wizarding world 'purebloods', which means they can trace their ancestry as magical (witches and wizards) back far into the past. The Malfoys live in a manor in Wiltshire, England.
Draco had a very easy life, given everything he could want and lavished with new things every time he asked - and even when he didn't, so he was never wanting for material possessions. He did sometimes feel that he did not get enough personal attention even though his mother doted on him, it was his father he most wanted to impress and Lucius often gave the appearance of being critical or disappointed in his one and only son.
Lucius (and Draco) wanted Draco to be sent to the wizarding school of Durmstrang since they favour and teach the Dark Arts, whereas Hogwarts only teaches Defence of such but Narcissa objected, claiming it was too far away and so Draco was sent to Hogwarts at the age of eleven.
Lucius supported the dark wizard Voldemort when he was first in power and was one of his followers, known as Death Eaters. It is expected that Draco will also follow this path when Voldemort regains his power a second time, despite Lucius' actual reluctance to put his family in such danger again. Out of fear, however, this is what they feel that they must do.
Not too much is known about Draco's life pre-Hogwarts but Draco's school history is well known. Hogwarts at age eleven, an excellent student, near the top of all his classes, Quidditch Seeker, Slytherin prefect, wanna-be Death Eater.
But that is in the future. More of this information can be seen in the links below. In keeping with the others I've only written what is known of their pre-canon for this part since he'll be taken from pre-canon here, to fit in with the rest of his castmates of about his age.

In true Slytherin style, Draco is cunning and ambitious - but he doesn't always have the guts to prop up his ambitions. He's something of a coward but will try to override this with bravado and cutting remarks, putting others down verbally. He is a bully and a bigot and thinks he's superior to most people, but especially what is known as Muggles (non-magical people), Muggleborns (witches and wizards born of non-magical parents; aka Mudbloods, a derogatory term that Draco is inclined to insult with), blood traitors (witches or wizards that marry or sympathise with Muggles or Muggleborns) and Half-Breeds (such as half-human/half-giants like Hagrid).
His picking on people is usually backed up by two larger boys by the names of Vincent Crabbe and Gregory Goyle. He uses them rather like bodyguards and they are the brawn to Draco's brain. He proves himself tricky and forward-thinking when he, for example, sets Harry and his friends up for a midnight duel purely to get them into trouble as he challenges them and has no intention of meeting up with them for said duel. Instead he informs on them - and he does this numerous times throughout the school years. He is also highly competent with magic, only berated by his father for not beating Hermione in his classes.
He is a bit too blatant and obvious about his hatred of certain groups and people, even as his father has urged him to be more subtle as the family needs to put on a certain public face. In later years he does put some of this aside in order to concentrate on an important 'task' he has been set by Voldemort, who he at first wants to impress but later does so out of fear for his own life and that of his family.
He often boasts about his family and his father and other petty things, such as his flying ability even before he has any lessons - but is shamed when it's discovered that he hasn't been flying properly. So he will idly boast to make himself seem more impressive.
He tends toward smirking and snickering, always trying to get the upper hand with a taunt first and maybe a hex afterwards. He will bluntly, even gleefully say he wishes people dead but words are not actions, in his case. Much of this is petty talk - when later faced with using more brutal curses, Draco shows more of a conscience and cannot willingly torture people physically. He is also no killer, as evidenced by his half-hearted attempts on Dumbledore's life in his sixth year, despite the fact his own safety was on the line.
When faced with true danger he will be more likely to run away to save his own neck. With borderline dangers - such as an angry Hippogriff - he may play up any injuries he sustains for sympathy and will use whatever he can to his own advantage.
He shows a little more depth to his bullying persona in his later school years but when he is younger - under the protective cover of his parents and their wealth and power - he is overly arrogant and self important and will remain so for quite some time.
Any power he gains he makes full use of, such as when he's made Slytherin prefect he deducts House points whenever it takes his fancy at the smallest mistake, especially from any Gryffindors.

This is so unfair.
Mother says I have to go to Hogwarts but it sounds so pathetic. It is full of Mudbloods and Muggle-lovers like that stupid headmaster Dumbledore. I don't see why I have to go there. Would it be so bad to be sent a little further away to go to a much better place? I can always Floo back and forth, surely.
Father is totally on my side for this and I want to make him proud. Maybe I can talk to Mother again and get her to see how much better Durmstrang would be. They teach great things there and I heard Hogwarts teaches pretty much rubbish subjects like Muggle Studies. Who would ever want to study Muggles? That's just disgusting. Can't she see how awful that would be?
If she won't change her mind, I'd better at least be in Slytherin.
Third Person:
Draco Malfoy was in his bedroom at the manor that belonged to his family line. It was stately and full of luxurious little touches - the finest linen on the bed; priceless magical objects scattered almost carelessly on a nearby table. He would have to put them back before his father came home or else he'd be in strife but for now he wasn't thinking of his playthings.
With a sneer, Draco called out angrily: "Where are you, you rotten little elf?!"
Getting no immediate response, Draco frowned to himself and glanced around. That stupid Dobby. What good was a house-elf if they were as bloody useless as that one was?
With a sound of annoyance - that of someone used to having his every word obeyed by those he considered the lower classes - Draco opened his bedroom door and peered out into the hallway. All was quiet. He knew his mother was around but in a house this large she could be anywhere. He was feeling peckish and he wanted that house-elf to appear now to make him something to eat.
He wasn't about to call out again just yet. The lengthening amount of time would be enough of an excuse to make that horrible creature punish himself all the more for his non-appearance.
The blond boy smirked to himself at the thought. That's right. Dobby wasn't going to come when he called? Then he'd pay for that. Of that Draco was sure.
